Notice on the Promotion of Sichuan Science and Technology Award in 2014

Municipal and prefectural science and technology bureaus and recommended units:

In accordance with the Sichuan Provincial Science and Technology Award Measures and the Detailed Rules for the Implementation of Sichuan Science and Technology Award Measures, in order to do a good job of Sichuan Science and Technology Award in 2014, the relevant matters are now notified as follows:

1. Recommendation methods and requirements

In 2014, Sichuan Province's science and Technology Award and recommendation work was carried out by combining unit recommendation with expert recommendation.

(1) unit recommendation

1. Sichuan Science and Technology Outstanding Contribution Award

Each recommendation unit recommends one person in principle and pays attention to the outstanding scientists in the front line of scientific and technological work.

2. Sichuan Science and Technology Progress Award

Each recommendation unit shall establish a scientific and reasonable selection mechanism and recommend excellent projects and candidates in the region and the department. The recommended projects shall be publicized within the scope of the region and the department, and the units in which the main project completion person belongs shall be instructed to publicize them accordingly. Projects that are publicized without objection or that have objection but are publicized again after verification can be recommended.

(2) Expert recommendation

1. Each winner of the National Supreme Science and Technology Award may recommend one Sichuan Science and Technology Progress Award project and one Sichuan Science and Technology Outstanding Contribution Award candidate.

2. Academicians of the Chinese Academy of Sciences, Academicians of the Chinese Academy of Engineering and Sichuan Science and Technology Outstanding Contribution Award can jointly recommend a Sichuan Science and Technology Progress Award project and a candidate of Sichuan Science and Technology Outstanding Contribution Award.

Experts should recommend projects or candidates in their disciplines or professional fields. It is the responsibility to assist in dealing with any objection arising from the selection of the recommended project or person. The name of the recommended expert will be published when the project or candidate is announced.

(3) Basic Conditions for Recommended Projects and Persons

Recommended projects or candidates must meet the recommendation requirements stipulated in the Rules for the Implementation of Sichuan Provincial Science and Technology Award Measures. They must also meet the following conditions:

1. Recommend the main papers and works provided by Sichuan Science and Technology Progress Award for publication for more than three years, that is, before May 31, 2011;

2. The application time of the project must be more than three years, that is, before May 31, 2011.

II. Requirements for Filling in Recommendation Letters

Recommendation is the main basis for the evaluation of Sichuan Science and Technology Award. Please log on to the Sichuan Science and Technology Award Integrated Business Management Platform (www.scst.gov.cn), and declare online according to the requirements of Sichuan Science and Technology Award Recommendation Manual in 2014. Recommendations should be complete and authentic, and written descriptions should be accurate and objective. Experts recommend, please recommend experts to contact our office directly to obtain the recommendation number and password.

Confidentiality projects shall not be filled in and recommended through the network according to the relevant requirements of confidentiality work. Recommendation materials shall be sent by the recommending units to the provincial science and Technology Award Office (the achievements Office of the provincial science and technology department).

3. Requirements for submission of recommended materials

(1) Each recommendation unit shall conscientiously check and verify the provincial science and technology award recommendation materials in accordance with the regulations, and submit the recommendation materials according to official letters. Municipal and state recommendation units shall be local people's governments or government offices.

Recommended materials include:

1. Recommendation letter in duplicate, which should include the publicity and results of the recommended items, the number of recommended items and the summary table, etc.

2. The main parts and accessories of the recommendation should be bound together into a book. Provincial Science and Technology Outstanding Contribution Award recommendation 10, Provincial Science and Technology Progress Award recommendation 2. One original is required.

3. Electronic version of the summary of recommended items (candidates);

4. Provincial Science and Technology Progress Award for Popular Science Projects also need to attach three sets of popular science works.

(2) Recommendations recommended by experts shall be submitted directly by the project completion person.

(3) The recommended materials shall be submitted to the archives of scientific and technological research achievements of Sichuan Province.

(4) The recommended projects must be registered by Sichuan Science and Technology Research Achievements Archives.

IV. Recommendation Time Requirements

(1) The recommendation period is from April 25 to June 15, 2014, and the overdue recommendation is not accepted.

(2) Deadline of Network Recommendation

In order to ensure the smooth progress of network recommendation, we classify and determine the deadlines of network recommendation for each recommendation unit. Please cooperate actively.

1. The deadline for network recommendation is 8:00 a.m. on June 15, 2014.

2. The scientific and technological authorities and experts of the departments directly under the provincial government and institutions directly under the provincial government recommend it. The deadline for network recommendation is 6:00 p.m. on June 15, 2014.

3. The deadline for network recommendation is 6:00 p.m. on June 14, 2014.
