Chapter I General Provisions
Article 1: Name of Society: Sichuan Power Electronics Society
The Sichuan Socieeg of Power Electroncs (CSPE)
Article 2: Nature of the Society: The Sichuan Electric Power Electronics Society (hereinafter referred to as the Association) is a non-profit academic and social organization voluntarily formed by scientific and technological workers, enterprises and institutions in the emerging interdisciplinary fields of power, electronics, automation, energy and information in Sichuan Province, registered by the Sichuan Civil Affairs Department according to law and with independent legal personality, and is a scientific and technological organization in Sichuan Province. An integral part of the association.
Article 3: The purpose of the Society is to adhere to the guiding principles of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "Three Representatives", fully implement the scientific outlook on development, unite and organize scientific and technological workers in the new interdisciplinary fields of scientific research, teaching, production, application and management in the province, with economic construction as the center and science and technology as the core. Article 4: The Association shall accept the business guidance and supervision of the Sichuan Science and Technology Association, the competent business unit, and the Sichuan Civil Affairs Department, the organ for the registration of associations.

Chapter II Scope of Business
Article 6: Our business scope is as follows:
1. Around the construction of our province's innovation system, we should carry out various academic activities, activate academic ideas, improve academic level, promote the development of high and new technologies such as power electronics, and promote the growth and knowledge updating of scientific and technological talents in high and new technology fields such as power electronics.
2. Develop international scientific and technological exchanges, promote academic exchanges between domestic and foreign surgical scientific and technological organizations and scientific and technological workers, and organize various forms of international academic conferences, high-end forums and exhibitions.
3. Developing various forms of continuing education and training in science and technology, continuously expanding the knowledge needed by scientific and technological personnel, and improving their job level and comprehensive technical ability
4. Organize various popular science activities to contribute to improving the quality of the whole nation; popularize scientific and technological knowledge in high-tech fields such as power electronics and disseminate advanced production technology experience.
5. Organize various forms of technology exchange exhibitions. Editing, publishing and distributing academic and scientific journals, books, collections of papers, etc.
6. Develop the "Golden Bridge Project" and "Factory Meeting Collaboration" to serve economic construction, develop new products for enterprises, identify new products, recommend famous and excellent new products to the society, hold new product exhibitions, new technology exchanges, carry out technical advisory services, and develop technical market services.
Seventh, efforts should be made to identify, train and recommend scientific and technological talents in high and new technology fields such as power electronics, commend and reward members who have made outstanding contributions and scientific and technological workers in high and new technology fields such as power electronics, excellent authors of academic papers and workers of advanced societies.
8. Make great efforts to play the role of link and bridge, reflect the views and suggestions of scientific and technological workers to the relevant departments of the Party and the government, and safeguard the legitimate rights and interests of members.
9. Accept the commission, undertake the demonstration of scientific and technological projects, the preparation of scientific and technological planning, the compilation and examination of technical regulations, norms and standards, the appraisal of scientific and technological achievements, the study and evaluation of project feasibility plans, etc.
10. Focusing on the central work of the Party and the government, the hot and difficult issues of the society, we should carry out investigation and research, make suggestions and offer suggestions, and give full play to the role of decision-making staff of the associations.
11. Strengthen self-construction, constantly improve the administrative organs and branches of the Association, give full play to their respective roles, close contact with members, and enhance service functions.
Chapter III Membership
Article 7: The types of members of the Association:
Personal Members: Senior Members, Members and Student Members.
(2) Members of organizations (units).
Article 8: Conditions for membership: All organizations and individuals who recognize the constitution of the Association, engage in high-tech fields such as power and electronics, research institutes, enterprises and institutions engaged in production and application, as well as departments of planning, technological transformation, equipment, power, mobility, maintenance, energy and energy conservation in all walks of life, can apply for membership if they meet the following conditions.
I. Individual Members:
1. Engineers, technicians, lecturers, assistant researchers (or equivalent technical titles or positions) and above;
2. Engaged in research, management and product design, production, promotion and application, etc. to make a certain contribution, with comparable academic level of engineers and technological innovators;
3. Scientists who have obtained master's degree or above; those who have made outstanding academic achievements in publishing and disseminating dissertations at national or international academic conferences;
4. Leading cadres who enthusiastically support and engage in the work of academic societies.
2. Group (unit) members: Any unit or group that recognizes its statute, actively participates in its activities, supports its work in scientific research, design, teaching, production, construction, management and establishes close ties with its academic activities may apply for membership of the association.
3. Establish a multi-structured membership system to encourage and accept new interdisciplinary and emerging industries, young scientific and technological workers at different levels and relevant enterprises and institutions.
Article 9: Procedures for membership:
1. Individual members must apply for membership by themselves, fill in the application form for individual members, recommend by one member of the association or the unit, discuss and adopt by the Council (or the Standing Council), that is, they are members of the association, notified by the secretarial group and given notice.
2. Members of a group (unit) shall submit a written application, fill in the Application Registration Form for Group Members, submit their qualifications and relevant information to the Council (or the Standing Council) for discussion and approval, that is, they shall be members of the group (unit) of the Association, and be notified by the secretarial group and given a public announcement.
Article 10: Members enjoy the following rights:
1. The right to vote, to stand for election and to vote of the Council;
2. Priority should be given to participating in various activities of the Association.
3. Priority in obtaining the services of the Association;
4. The right to criticize, recommend and supervise the work of the Association;
5. Voluntary membership and freedom of withdrawal.
Article 11: Members fulfill the following obligations:
1. To support and abide by the Constitution of the Association, implement its resolutions and actively complete the work assigned by the Association;
2. Pay membership dues in accordance with regulations;
3. Care for the development of the Association, actively participate in academic exchanges, seminars, training and other activities organized by the Association, and assist in conducting research on related topics;
4. Actively writing academic papers and participating in popular science activities;
5. To report the situation to the Association and provide relevant information;
6. To safeguard the legitimate rights and interests of the Association.
Article 12: Members should notify the Association in writing of their withdrawal. Members who fail to pay membership fees or participate in activities of the Association for two consecutive years shall be deemed to withdraw automatically.
Article 13: Members who commit serious breaches of the Articles of Association shall be removed by vote of the Council or the Standing Council. If a person is deprived of his or her citizenship, his or her membership will naturally be cancelled.
Chapter IV Generation and Removal of Organizational Institutions and Leaders
Article 14: The Congress of Members is the highest authority of the Association.
The duties of the Congress are:
1. To formulate and amend the articles of association.
2. Election and removal of directors.
Consideration of the work report and financial report of the Council.
Fourth, to formulate the working principles and tasks of the Association.
5. To commend and reward the scientific and technological workers and staff members who have made outstanding contributions to the Association.
6. Decide on such matters as "Honorary Director", "Honorary Director", "Life-long Director".
7. Decide on the termination of the association and other important matters.
Article 15: Members'congresses can only be convened if more than two-thirds of the members' representatives are present, and their resolutions must be adopted by more than half of the members'representatives present before they can come into effect.
Article 16: If a member congress needs to be replaced in advance or postponed for five years due to special circumstances, it shall be approved by the Council and submitted to the Sichuan Association of Science and Technology for examination and approval by the Sichuan Provincial Department of Civil Affairs. However, the extension of the term does not generally exceed one year.
Article 17: The Council is the executive body of the representatives of the members. During the intersessional period, it leads the daily work of the Association and is responsible for the congresses of the members.
Article 18: The functions of the Council are:
1. Implementing resolutions of member congresses;
2. Election or removal of the chairman, vice-chairman, Secretary-General and standing director;
3. Preparing for the convening of a Congress of members;
Reporting the work and financial situation to the congress;
5. Decide on the absorption or delisting of members;
6. Decides to establish offices, branches, representative bodies and substantive bodies;
Seventh, on the basis of the nomination of the Secretary-General, the appointment of the Under-Secretary-General and the principal heads of various agencies shall be decided.
8. Leading the work of various organs of the Association;
9. To formulate the work plan and various management systems of the Association;
10. Conduct commendation and reward work;
Decide on other important matters.
Article 19: The Council shall have more than two-thirds of its members present before it can be convened, and its resolutions shall be voted on by more than two-thirds of its members before they can enter into force.
Article 20: The Council shall be convened at least once a year; in special cases, it may be convened by means of communication.
Article 21: The Council shall elect a chairman, several vice-chairmen, one Secretary-General and several standing members to form a standing council. During the intersessional period of the Council, the Standing Council exercises the functions and powers of Items 1, 3, 5, 6, 7, 8 and 9 of Article 18 and is responsible to the Council.
Article 22: The Standing Council must have more than two-thirds of its standing members present before it can be convened, and its resolutions must be voted on by more than two-thirds of its standing members before they can come into force.
Article 23: The Standing Council shall hold a meeting at least half a year; in special cases, it may also be convened by means of communication.
Article 24: The President, Vice-President and Secretary-General of the Council must meet the following requirements:
First, adhere to the Party's line, principles and policies, and have a good ideological and political quality.
Second, it has great influence in the business field of the Association and has been recognized by peers.
3. The chairman, vice-chairman and secretary-general are generally not more than 70 years old, and the Secretary-General is full-time.
4. Good health and ability to work normally;
5. Those who have not been subjected to criminal punishment for deprivation of political rights;
6. Have full capacity for civil conduct;
7. Enthusiastic in learning to work.
Article 25: If the chairman, vice-chairman and secretary-general of the Council exceed the maximum age of service, they shall be voted by the Council and submitted to the Sichuan Association of Science and Technology for examination and approval by the Sichuan Provincial Department of Civil Affairs before they can serve.
Article 26: The general term of office of the president, vice-president and secretary-general of the Council shall be two terms. If the term of office needs to be extended due to special circumstances, it shall be approved by more than two-thirds of the members'representatives of the Congress and submitted to the Sichuan Association of Science and Technology for examination and approval by the Sichuan Provincial Civil Affairs Department before serving.
Article 27: The President of the Council shall be the legal representative of the Council. If it is necessary for the Vice-President or Secretary-General to serve in special circumstances, the President shall be submitted to the Sichuan Association of Science and Technology for examination and approval by the Sichuan Provincial Department of Civil Affairs before serving.
Article 28: The President of the Council shall exercise the following functions and powers:
Convening and presiding over the Council (or the Standing Council);
2. To inspect and guide the implementation of resolutions of member congresses, councils (or standing councils);
3. Sign important documents on behalf of the Association and take full responsibility for its work.
Article 29: The Secretary-General of the Council shall exercise the following functions and powers:
1. Supporting the daily work of the office and organizing the implementation of the annual plan;
2. Coordinating the work of various branches, representative agencies and entities;
3. To nominate the Under-Secretary-General and the principal heads of offices, branches, representative bodies and entities for decision by the Council or the Standing Council;
4. Decide on the appointment of full-time and part-time staff in offices, representative offices and substantive bodies;
5. Handling other daily affairs.
Chapter V Principles of Asset Management and Use
Article 30: The sources of funds of the Association are as follows:
1. Contributions;
2. Donation;
3. Government funding;
4. Subsidies from relevant enterprises, institutions and affiliated units;
5. Income from activities or services carried out within the approved business scope;
Interest;
Other legitimate income.
Article 31: The Association shall collect membership fees in accordance with the relevant provisions of the State.
Article 32: The funds of the Association must be used for the scope of business and the development of the cause of the Articles of Association, and shall not be allocated among its members.
Article 33: Establish a strict financial management system to ensure the legality, authenticity, accuracy and integrity of accounting data.
Article 34: The association is staffed with accountants with professional qualifications. Accountants may not act as cashiers concurrently. Accountants must carry out accounting and supervision. When they are transferred or quit their jobs, they must clear the handover procedures with the takeover personnel.
Article 35: The assets management of the Association must implement the financial management system prescribed by the State and be subject to the supervision of the Congress of Members and the financial departments. Where the source of assets belongs to state appropriations or social donations or subsidies, it must be subject to the supervision of audit institutions and the relevant information shall be made public in an appropriate manner.
Article 36: Before changing its term or legal representative, the association must accept the financial audits of the Sichuan Provincial Department of Civil Affairs and the Sichuan Association of Science and Technology.
Article 37: No unit or individual may embezzle, privately distribute or misappropriate the assets of the Association.
Article 38: The wages, insurance and welfare benefits of full-time staff members of the Association shall be implemented in accordance with the relevant provisions of the State on public institutions.
Chapter VI Amendment Procedure of Articles of Association
Article 39: Amendments to this Articles of Association shall be submitted to the Congress of Members for consideration after the Council votes to adopt them.
Article 40: The amended articles of association shall be examined and approved by the Sichuan Association of Science and Technology within 15 days after the adoption of the member congress and submitted to the Sichuan Civil Affairs Department for approval before they come into force.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 41: If the purpose of the association is fulfilled or the association dissolves on its own or needs to be cancelled for reasons such as separation and merger, a motion for termination shall be put forward by the Council or the Standing Council.
Article 42: The motion to terminate the association shall be approved by the Congress of members and submitted to the Sichuan Association of Science and Technology for examination and approval.
Article 43: Before the termination of the association, a liquidation organization shall be established under the guidance of the Sichuan Association of Science and Technology and relevant organs to clear up creditor's rights and debts and deal with aftermath matters. During the period of liquidation, no activities other than liquidation shall be carried out.
Article 44: The association may terminate after the cancellation of registration by the Sichuan Provincial Civil Affairs Department.
Article 45: The remaining property after the termination of the Association shall be used for the development of the undertakings related to the purposes of the Association under the supervision of the Sichuan Association of Science and Technology and the Sichuan Civil Affairs Department in accordance with the relevant provisions of the State.
Chapter VIII Supplementary Provisions
Article 46: These Articles of Association were adopted by the vote of the Member's Congress on January 1, 2010.
Article 47: The power to interpret the Articles of Association rests with the Council of the Association.
Article 48: These Articles of Association shall come into force on the date of examination by the Sichuan Association of Science and Technology and approval by the Sichuan Civil Affairs Department.

3. The chairman, vice-chairman and secretary-general are generally not more than 70 years old, and the Secretary-General is full-time.
4. Good health and ability to work normally;
5. Those who have not been subjected to criminal punishment for deprivation of political rights;
6. Have full capacity for civil conduct;
7. Enthusiastic in learning to work.
Article 25: If the chairman, vice-chairman and secretary-general of the Council are older than their working age, they shall be voted by the Council and submitted to the Chengdu Science and Technology Association for examination and approval by the Chengdu Civil Affairs Bureau before they can serve.
Article 26: The general term of office of the president, vice-president and secretary-general of the Council shall be two terms. If the term of office needs to be extended due to special circumstances, it shall be approved by the Congress of members and submitted to the Chengdu Science and Technology Association for examination and approval by the Chengdu Civil Affairs Bureau before it can serve.
Article 27: The President of the Council shall be the legal representative of the Council. If it is necessary for the Vice-President or Secretary-General to serve in special circumstances, the President shall be submitted to the Chengdu Science and Technology Association for examination and approval by the Chengdu Civil Affairs Bureau before he can serve.
Article 28: The President of the Council shall exercise the following functions and powers:
Convening and presiding over the Council (or the Standing Council);
2. To inspect and guide the implementation of resolutions of member congresses, councils (or standing councils);
3. Sign important documents on behalf of the Association and take full responsibility for its work.
Article 29: The Secretary-General of the Council shall exercise the following functions and powers:
1. Supporting the daily work of the office and organizing the implementation of the annual plan;
2. Coordinating the work of various branches, representative agencies and entities;
3. To nominate the Under-Secretary-General and the principal heads of offices, branches, representative bodies and entities for decision by the Council or the Standing Council;
4. Decide on the appointment of full-time staff of administrative, representative and substantive institutions;
5. Handling other daily affairs.
Chapter V Principles of Asset Management and Use
Article 30: The sources of funds of the Association are as follows:
1. Contributions;
2. Donation;
3. Government funding;
4. Subsidies from relevant enterprises, institutions and affiliated units;
4. Income from activities or services carried out within the approved business scope;
Interest;
Other legitimate income.
Article 31: The Association shall collect membership fees in accordance with the relevant provisions of the State.
Article 32: The funds of the Association must be used for the scope of business and the development of the cause of the Articles of Association, and shall not be allocated among its members.
Article 33: Establish a strict financial management system to ensure the legality, authenticity, accuracy and integrity of accounting data.
Article 34: The association is staffed with accountants with professional qualifications. Accountants may not act as cashiers concurrently. Accountants must carry out accounting and supervision. When they are transferred or quit their jobs, they must clear the handover procedures with the takeover personnel.
Article 35: The assets management of the Association must implement the financial management system prescribed by the State and be subject to the supervision of the Congress of Members and the financial departments. Where the source of assets belongs to state appropriations or social donations or subsidies, it must be subject to the supervision of audit institutions and the relevant information shall be made public in an appropriate manner.
Article 36: Financial audits must be carried out before the Council changes its term or replaces its legal representatives.
Article 37: No unit or individual may embezzle, privately distribute or misappropriate the assets of the Association.
Article 38: The wages, insurance and welfare benefits of full-time staff members of the Association shall be implemented in accordance with the relevant provisions of the State on public institutions.
Chapter VI Amendment Procedure of Articles of Association
Article 39: Amendments to this Articles of Association shall be submitted to the Congress of Members for consideration after the Council votes to adopt them.
Article 40: The amended articles of association shall be examined and approved by the Chengdu Science and Technology Association within 15 days after the adoption of the Member Congress and shall be submitted to the Chengdu Civil Affairs Bureau for approval before they come into force.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 41: If the purpose of the association is fulfilled or the association dissolves on its own or needs to be cancelled for reasons such as separation and merger, a motion for termination shall be put forward by the Council or the Standing Council.
Article 42: The motion to terminate the association shall be approved by the Congress of members and submitted to the Chengdu Association of Science and Technology for examination and approval.
Article 43: Before the termination of the association, a liquidation organization shall be established under the guidance of the Chengdu Association of Science and Technology and the Chengdu Civil Affairs Bureau to clear up creditor's rights and debts and deal with aftermath matters. During the period of liquidation, no activities other than liquidation shall be carried out.
Article 44: The association may terminate after the cancellation of registration by the Chengdu Civil Affairs Bureau.
Article 45: The remaining property after the termination of the Association shall be used for the development of the undertakings related to the aims of the Association under the supervision of the Chengdu Association of Science and Technology and the Chengdu Civil Affairs Bureau in accordance with the relevant provisions of the State.
Chapter VIII Supplementary Provisions
Article 46: These Articles of Association were voted on by the Member Congress on January 15, 2010.
Article 47: The power to interpret the Articles of Association rests with the Council of the Association.
Article 48: These Articles of Association are examined by Chengdu Association of Science and Technology and come into force on the date of approval by Chengdu Bureau of Civil Affairs.
